On the main Ventrilo window, there is a 'Bindings' option at the top, under User Name and Server. Click the -> button.
Create a new Bind with any name you like. I chose 'TeamEcosse'.
Under 'Function', choose 'Switch Channel'. Type in 'Ecosse' as the channel name. Next you need to map this to a hotkey. I chose the left Ctrl key on my keyboard, as it is within easy reach and I don't have enough buttons on my wheel. Make sure you add this bind to the list on the left.
Do the same again, but this time for the 'Race Chat' channel. I chose the left Alt key for this.
This allows me to switch between the two channels whenever I like.
Note at no point does it ask for the Ecosse channel password. Not sure why not. Maybe it remembers it from a previous connection. I'd test out your binds on your desktop first to ensure everything works before trying it in-game.
